Issues connecting to a Debian Web Server

IPtables is installed but no rules have been created. Here is what i get when i list iptables.

Chain INPUT (policy ACCEPT)

target prot opt source destination

Chain FORWARD (policy ACCEPT)

target prot opt source destination

Chain OUTPUT (policy ACCEPT)

target prot opt source destination

I assume that since no rules have been created the firewall shouldn't be blocking anything, right?

When trying to access the site i get a timeout.
